About Infrastructure and Projects Authority organisation account
The IPA benchmarking data service (BDS) account for organisations is for teams working on major and infrastructure projects.
With an organisation account you can:
- invite and manage users from within your organisation
- submit project data
- find and compare data from completed projects
This guide is for IPA benchmarking data service (BDS) account administrators setting up their organisation and inviting users from their organisation.
If your organisation has not been invited to use this service you can request access by emailing benchmarking@ipa.gov.uk.
Before you start
Check if your organisation is already registered on the IPA Benchmarking data service by contacting benchmarking@ipa.gov.uk.
If you are ready to set up an organisation account, you will need your:
- work email address
- mobile phone number
- department or organisation’s head office address
As the organisation administrator, you’ll be responsible for inviting and managing other users in your organisation.
You should read the IPA BDS Data Charter before using this service. It details the core principles that guide the use of the BDS and how data providers and data consumers should interact with the service.
Create an IPA benchmarking data account for your organisation
Anyone in your organisation can be an account administrator. Once you’ve submitted your name and email address, your account will need to be verified by IPA.
Your organisation should have at least two account administrators, in case of annual leave or if an administrator leaves the organisation. Existing users in the organisation can be appointed as an account administrator.

We will send you a verification email within 3 days. This email will include a link to your organisation’s account dashboard.
Problems with creating an account
If there is a problem with your organisation account, we will contact you using the email address you provided.
Verifying your account
Each time you log in, we’ll send you a link so you can return to your organisation’s dashboard. The link will expire after 7 days.
If a link hasn’t arrived after 5 minutes, please contact benchmarking@ipa.gov.uk.
Your responsibilities as an IPA benchmarking data service account administrator
An account administrator is any user with full access permissions to your organisation’s BDS account. The person who registered your organisation automatically becomes an account administrator and can:
- invite and manage users
- manage your organisation’s account, including contact names and addresses
- access all data submitted by users within the organisation
Only account administrators can invite or add users. Once you’ve added a user, they’ll receive an email inviting them to finish setting up their account. Invited users must accept the invitation to create an account within 7 days. If the account is not created within that time, you’ll need to send a new invitation to the user.
You should ensure all users within your organisation have read the IPA BDS Data Charter before using the service.
